Because permitting and building code restrictions vary by state & county, it is the responsibility of the buyer to research and obtain any necessary permits. If you are located in Cochise County, AZ, you can opt-out of permitting if your parcel is larger than 4 acres. In most other jurisdictions, installing the building on concrete blocks will exempt it from permitting requirements, because it will be considered a mobile structure. You should verify this with your local building department.
